Carlos is Research Director and Associate Professor at the Centre on Migration, Policy and Society, at the University of Oxford. He holds a PhD in Applied Economics from Western Michigan University. His research focuses on the interaction of migration, including forced migration, with labour markets and public services in migrant sending and receiving countries. He has served as Principal Investigator for several large research projects, including: REMINDER, about the implications of migration in Europe; ECONREF, which explored the integration of refugees in the UK; and LAMFOR, which explored the economic consequences of refugee migration in the Great Lakes region of Africa.

Carlos’s responsibilities within MIGNEX include leadership of Work Package 5: Policy (charting the foundations, content and implementation of public policy), policy review in Somalia and Ghana, analyses of migration processes and development contexts, examination of internal incoherence in European policies in the field of migration, examination of links between development cooperation and migration management and evaluation of the overall European approach to third-country cooperation on migration.
